Their sessions addressed legal, regulatory and ethical issues and the technical aspects of groundwater hydrology. Andron is general counsel for the utility’s Public Service Board. He has 25 years of municipal, real estate, litigation and water law practice, including eight years as city attorney for Bryan, Texas. Hutchison, the utility’s water resources manager, is a licensed professional engineer and professional geoscientist in Texas. He has 25 years of experience as a hydrogeologist.
