(El Paso) EPWU General Manager Ed Archuleta and members of the Public Service Board will hold a press conference on May 9 to answer questions about the master planned community to be built on Public Service Board land in Northeast El Paso. The community, which will be located between Painted Dunes Golf Course and the Franklin Mountains, will incorporate several parks, an open space and trail system, and a series of mixed-use residential and commercial properties and town centers.
Ten local and out-of-town master developers responded to the Public Service Board’s solicitation of statements of qualifications. A committee, assisted by legal counsel and the engineering consulting firm URS Corporation, evaluated the firms to determine which were deemed qualified to bid on the property.
The committee consisted of Fermin Acosta, PSB Chair; Richard Martinez, PSB Vice Chair; Ed Archuleta, EPWU General Manager; Nick Costanzo; EPWU Assistant General Manager; Patricia Adauto, Deputy City Manager-City of El Paso; and R. Alan Shubert, Director of Developer Services/Interim City Engineer-City of El Paso. Developers were rated on factors such as organizational strength, financial qualifications, planning and vision. Those receiving at least 55 of 80 possible points will be deemed qualified to bid on the property.
The committee’s recommendation will be presented to the Board prior to the press conference. The next steps include finalizing the bid document, setting the minimum bid price, and putting the land out to bid to the qualified developers. The bid opening is expected to take place in late July.
