Residential Properties: (Including duplexes and triplexes)
In the chart below, IMPERVIOUS AREA refers only to the ground floor of the house, garages, porches, patios, and any additional buildings, storage sheds, or other areas that cannot be penetrated by rain. It does not include driveways, sidewalks, turf or xeriscaped areas.

Residential customers can look up the square footage of their property by going to the Central Appraisal District website.

Non-Residential Areas:
Non-residential properties will be charged according to the amount of impervious area, including buildings, paved parking lots and other areas that are impermeable to rainwater. Impervious surfaces in general are land areas that are not vegetated, do not support vegetation and are hardened surfaces designed to sustain heavy loads such as automobile storage and traffic.

Stormwater Pond Credit (non-residential):

Effective June 2008, the Public Service Board approved a 10% stormwater credit for non-residential properties which have on-site stormwater ponds. Customers will need to apply for the credit by filling out a verification form.

You are eligible for the 10% stormwater credit if you meet all of the following criteria:

  1. You are a non-residential stormwater customer in the City of El Paso, Texas;
  2. The property on which you pay a stormwater fee, has an on-site stormwater pond;
  3. The on-site stormwater pond is being maintained; and

Your completed verification form may be mailed, hand-delivered, faxed, or emailed to our Customer Service Department. Within 30 days of receiving your completed application, the 10% credit will be applied to your monthly stormwater bill as long as you continue to meet the above eligibility criteria.

Non-Profit Credit:

Effective June 2008, the Public Service Board approved a reduction of the rate to be charged to certain non-profit agencies for non-residential customers. Customers will need to apply for the reduced rate by filling out a verification form and providing the documentation requested. You are eligible for this rate if you meet all of the following criteria:

  1. You are a non-residential stormwater customer in the City of El Paso, Texas;
  2. You are a 501(C)(3), 501(C)(4), 501(C)(19) or 501(C)(23) per IRS regulations; and
  3. You complete the verification form and supply the requested documentation.

The approved rates are as follows:

  1. June 1, 2008 - February 28, 2009    25% of the new rate
  2. March 1, 2009 - February 28, 2010    50% of the new rate
  3. March 1, 2010 - February 28, 2011    75% of the new rate

Beginning March 1, 2011 the full rate for non-residential customers will apply.
